[Baruwa] blacklisted addresses pass through

Hi,
Does anyone know what option in which file do I need to set to make the
blacklisted addresses to be blocked by baruwa?
at the moment they pass through to the recipient with a tag = {spam?}
- I tried to go to /opt/MailScanner/etc/MailScanner.conf
- change Is Definitely Spam = no to Is Definitely Spam = yes
- and made Definite Spam Is High Scoring = yes
- I did reboot the mailscanner service

The above didn't make any effect and the mails are still going through.
Anyone have an efficient solution to totally block the manually blacklisted
address?
