[Baruwa] Adding to blacklist/whitelist

[Johnson, SE]

I've been playing around with this interface a bit and added in some addresses to the blacklist and to the whitelist.  However, the additions didn't seem to be doing anything until I restart MailScanner.  Is this normal operation or are they supposed to be added in after entry through the interface?
